Looking for 1980 PBS film, perhaps named Buster?
Here's what I remember: the strange little boy future magic. He loves a girl, but then there's something about a former child with a cold bike. Put the panties on his head and loves the tower in which you request to pull a long piece of tape over his mouth. I'm pretty sure that the boy's name was Buster. PBS came into a lot through the 80s. Perhaps it was Columbia or Canada?
