When the works of the new sealing film?
DVDs are brand new factory sealed brand films, regardless of age? O just the company (Newer versions) sealed at the factory?
The movies are factory sealed for the same reason the shoes do not come hand in the box when buying batteries and are hermetically sealed in plastic when purchased. Market studies show that we are willing to pay a premium for things we are sure they are new. When Radio Shack has tried to sell the batteries in bulk and sold poorly, and when the food is sold in bulk, we are generally willing to pay less. The same goes for DVDs. If we are sure that something is new, we are willing to pay more because we associate better quality, although this is not something that is likely to wear such as batteries and shoes. I'm sure piracy prevention plays a role, too, but is mostly marketing.
